What is VCA?
Let’s start with the basics. VCA stands for Veiligheid, Gezondheid en Milieu Checklist Aannemers (Safety, Health, and Environment Checklist for Contractors).
While the Dutch government does not legally write the word “VCA” in the law books, the Dutch Arbo Act (Working Conditions Act) does state that employers must prove their workers are trained to work safely. In the Dutch industry, holding a VCA diploma is the absolute, universally accepted way to prove this. Without it, you simply won’t be allowed onto most work sites.
Option 1: VCA Basic (B-VCA)
VCA Basic (in Dutch: Basisveiligheid VCA or B-VCA) is designed for operational employees.
Who is B-VCA for?
If you carry out hands-on work on a construction site, in a workshop, or on an industrial installation, this is the certificate you need. Think of roles like:
- Construction workers and carpenters
- Electricians and mechanics
- Scaffolders and painters
- Warehouse staff and machine operators

B-VCA teaches you how to keep yourself and the people directly around you safe. Key topics include:

This certificate goes a step further and is mandatory for anyone in a leading or independent role. You need VCA VOL if you are:
- A Supervisor, Team Leader, or Manager: If you supervise other people on a job site, you are legally responsible for their safety.
- A Self-employed Professional (ZZP’er): In the Netherlands, if you work as a freelancer, main contractors will almost always demand VCA VOL. Since you are your own “employer,” you must know how to set up and maintain a safe working environment.
What do you learn?
VCA VOL builds on the basic safety knowledge but adds a heavy focus on leadership, organization, and legislation. You will learn:
